Hubert Joseph Walthère Frère-Orban (Liège 1812 - Brussels 1896) was a legal scholar and liberal politician closely involved in the start-up of the young Belgian state. He served successively as minister of public works and minister of finance. In 1851, he was honoured with this medal of honour for his many achievements, listed on the reverse.
