Hugo Kollataj was a clergyman and scholar, a participant in the work of the Commission on National Education and one of the founders of the May 3 Constitution. Hugo Kollataj was, on the one hand, a great advocate of the equality of the bourgeoisie, while on the other hand he also dealt with the peasants and proposed to replace serfdom with rent. He saw the strengthening of royal power in the hereditary throne, opposed the Liberum veto, advocated limiting the rights of the magnates and opined that the Sejm should always be ready.
