Samberger emerged primarily as a portraitist. In the early days of his work, he was influenced by Franz von Lenbach, but later developed his own typical expression, characterized by rough, less detailed lines, sometimes interpreted as impressionistic.
Samberger portrayed Munich personalities of his time, especially people from the artistic community. In addition to his oil paintings, a series of charcoal drawings by Munich artists is noteworthy. Samberger also appeared as a painter of saints. The list of famous Munich artists he portrayed is long. His most famous portraits include Joseph Schülein, Father Rupert Mayer and Pope Benedict XV. and Pope Pius XI. Examples of other portraits include Jakob Bradl, August Drumm, Ludwig Eberle, Gabriel von Hackl, Peter Lippert, Franz Reber, Rudolf Schramm-Zittau and Joseph Wenglein.
Leo Samberger's work was described in numerous journal articles and monographs starting in 1910.
